Dear Neighbor:

My name is William Bray and I developed our neighborhood back in the 1970’s and have continued to live here ever
since.  Attached to this letter is the survey I submitted to the City of Loveland in 1975 creating this subdivision.

Contrary to what some may believe, this subdivision (Fairway West 1st Addition) where you live is protected by binding
covenants that are recorded at the county clerk’s office as part of the title to your property.  They are irrevocable by any
individual and an obligation everyone agreed to when purchasing a home in this neighborhood since the covenants run with
the title to the property.

The purpose of this letter is to communicate to you my concern regarding the lack of covenant enforcement and resulting
decline in both the appearance and values in our subdivision.  It is important we consider the very large investment each
one of us has in our homes and do everything we can to prevent an unnecessary decline in values.

As a real estate man for many years, I can tell you that we all stand to lose significant property values (as much as
$50,000 per home) if we allow the covenants to go by the wayside and fail to maintain this neighborhood as a quality
place where prosperous people will want to live.

There is a website www.fairwaywest.com where you can read the current covenants and some changes proposed by
another home owner here a few years back.  I think we need to have a full discussion about both updating and enforcing
the covenants to ensure our neighborhood maintains a quality I and my partners intended when we created those
covenants and this neighborhood.

I would like to invite you to a neighborhood meeting in my home at 3220 Glendevey Drive this coming Saturday (May 3,
2008) at 2:00 PM.  The purpose of the meeting will be to appoint an architectural control committee (ACC) as allowed in
the covenants to begin enforcement and discuss any possible changes to the current covenants if we can agree.
